Palestinian Orthodoxy, according to Hakim, benefited from important lessons from the movement to Arabize the Antiochian church. The Jerusalem patriarchate provided a vast network of support for the poorer members of the community—this included free and low-cost housing, free schooling, medical care, and welfare—exemplified by the distribution of the tulum bread. The ecclesiastical hierarchy maintained an effective working relationship with the Ottoman political elite, including local governors and administrators, during both the Hamidian period and the CUP period—all of which was at variance with the abilities of the Arabizing Orthodox intelligentsia.46
